The Chinese calandar has leap years not leap days.
Chinese new year's day is the second new moon after the winter solstice. Thus it can easily and precisely calculate backward or forward for thousands of years. However theChinese never seem to know when the next new year starts or wheather it is a leap year. Depending on the age of the moon on Winter Solstice, the second new moon could arrive any where from 30 to 59 days later.
